APPLICANT REQUESTS THAT:
His records be corrected to reflect the following:
1. He was awarded the Global War on Terrorism Expeditionary (GWOT) Medal and Iraq Campaign Medal (ICM) (Administratively corrected).
2. He was credited with the appropriate foreign-service for his service time in Iraq (Administratively corrected).
APPLICANT CONTENDS THAT:
He served in a combat zone in Iraq during Operation IRAQI FREEDOM for more than 90 consecutive days, but did not receive the appropriate decorations or foreign-service credit for his deployment to Iraq.
The applicants complete submission, with attachments, is at Exhibit A.
STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on 15 Jan 08.
On 20 Sep 13, the applicant was furnished an honorable discharge, and was credited with five years, eight months, and six days of total active service, which included 4 months and 27 days of foreign-service.
On 2 Dec 14, AFPC/DPAPP directed the applicants DD Form 214 be corrected to change Block 12F, Foreign Service, from 0 years, 4 months, and 27 days to read 0 years, 11 months, and 2 days; and, issued him a boots-on-the-ground letter for his deployment to Iraq.
On 29 Jan 15, AFPC/DPSIDR directed the applicants DD Form 214, Certificate of Release or Discharge from Active Duty, be corrected to reflect that he was awarded the ICM with one Bronze Service Star (BSS), and the Air Force Overseas Ribbon-Short Tour (AFOR-ST).

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial of the applicants request for the GWOT-E, indicating there is no evidence of an error or an injustice. The GWOT-E recognizes the significant contributions members of the Armed Forces bring to bear in combating terrorism in all forms throughout the world for current and future operations. The GWOT-E was authorized for deployments to Iraq in support of Operation IRAQI FREEDOM prior to the establishment of the ICM. In accordance with the policy governing the ICM, no service member will qualify for the GWOT medal after 30 April 2005, but will earn only the ICM.
The Air Force Personnel Center, Directorate of Assignments (AFPC/DPA) verified the applicant served in Iraq during the period 25 Jul 09 through 29 Jan 10 for a total of six months and five days. The applicant's dates of service in Iraq were after the award inclusive dates for award of the GWOT-E; however, the applicant's dates of service in Iraq qualify him under the criteria established for award of the ICM w/1BSS. Once the ICM was established the GWOT-E was no longer authorized for deployments in support of Operation IRAQI FREEDOM. Therefore, his request for the GWOT-E should be denied.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 25 Feb 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice with respect to the applicants request for the Global War on Terrorism Expeditionary Medal (GWOT-E). We took notice of the applicants complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of AFPC/DPSID and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. We note the Air Force office of primary responsibility has verified the applicants service in the Operation IRAQI FREEDOM area of responsibility and corrected his records to reflect he was credited with the appropriate amount of foreign-service and of his entitlement to the ICM. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting relief beyond that rendered administratively.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
